Singapore’s New Bill Enhances Protection for Critical Systems 

Singapore Passes Bill to Enhance Cyber Security Powers

SINGAPORE – On May 7, Singapore passed a Bill to enhance the Cyber Security powers, protecting key systems. This Bill aims to protect critical computer systems from cyberattacks, including temporary systems used for vaccine distribution and major events. 

Increasing Need for Stronger Cybersecurity

During the Covid-19 pandemic, many vaccine distribution systems worldwide were targeted by cyberattacks. As digital threats increase, stronger oversight is necessary to safeguard sensitive information. Dr. Janil Puthucheary, Senior Minister of State for Communications and Information, emphasized the need to update the Act to keep up with evolving technology and business models, especially those relying on cloud services.

Key Changes in the Amended Cybersecurity Act

The amended Cybersecurity Act introduces several key changes. Critical Information Infrastructure (CII) operators must report any cybersecurity issues affecting their services, including those in their supply chains. New entities, like autonomous universities holding sensitive data, will now be included under the Act. Additionally, the government can regulate temporary systems crucial to national security, such as those used for vaccine distribution or major international events. 

Ensuring Compliance and Accountability

The Bill received unanimous support in Parliament. It aims to ensure that CII operators meet national cybersecurity standards, even if they rely on third-party systems. Non-compliance can lead to criminal and civil penalties, reinforcing the importance of robust cybersecurity measures. 

Safeguards Against Abuse of Power

Safeguards are in place to prevent abuse of power. The Privacy Trust’s inspection powers are limited to specific purposes, with strict confidentiality requirements to protect commercial and official information. Entities have the right to appeal designation notices, ensuring transparency and accountability.
